This is the disaster information channel operated by RKK Kumamoto Broadcasting, the prefecture's oldest broadcaster. Unlike the scenic cameras elsewhere on this site, it is not a fixed view of one place. It is a standby channel that carries live coverage when an emergency affects Kumamoto Prefecture.
Because of that, what you see varies. During earthquakes, heavy rain, flooding or typhoons the channel carries live reporting, camera feeds from affected areas and official warnings. Outside those periods it may show a holding screen, a loop, or nothing at all. That is expected behaviour, not a fault.
Kumamoto has good reason to maintain a channel like this.
